Boag World - advice on managing and building websites.
Browsershots - Test your web design in different browsers by making screenshots. It is a free open-source online service.
Cool Text - A free graphics generator for web pages
HTML Code Tutorial - the most helpful and complete guide to creating web pages anywhere (apparently).
HTML Dog - The web designer's resource for everything HTML and CSS.
Sitepoint - Derided by some for it's marketing tactics, however the new reference pages
(which is where this links to) and particualry the CSS section goes beyond others in detail as well as providing the browser compataibilty and support for each property.
CSS Validation - CSS Validation Service from the World Wide Web consortium.
